First grow

Hello all,

My first ideas for my very first grow room, any assistance would be appreciated.

so the room is 3.2' long x 2.5' wide x 2.8' tall with an external window and the wall being (the 50cm twin gap) concrete bricks. I live in a set of flats with a neighbour sleeping on the other side of a concrete wall. The other two remaining walls being hollow, simple plaster walls. The room is typically 3-5 degrees colder than the rest of the house at about 10 degrees celcius. I also rent this property so would prefer not to damage the house.

I have a budget of about $250 i reviewed led's first but as i can see you don't necessarily get the bang for your buck. i looked at a t5 setup which was about $85 but for twice that i'd rather get:

My initial plan is to use simple white cardboard for reflection, 44l buckets and retail chain store bought soils. There will be a 30" oscilating fan aimed down at the plants and behind the light fixture to draw off some heat and cycle the air. They will be in the middle of a bedroom and i was only planning to try for 4 plants, but then thought i could try 9 small ones so as not to waste the light at the side

My plan is for the room to operate during the day and i would prefer the room to be closed and sealed while the magic happens, i was wondering about ventilation for odour and heat, in such a small space do i need it? and how big do i need?

Im also aware that i may be batting above my average with budget etc but again any perspective or assistance would be most welcome, i'm very nervous.

I also live in oz, if thats relevant.

Thanks in advance
Paul

p.s. hope i put this in the right place

Further questions:

would one or two of these do the trick (on 9v batteries):
http://www.instructables.com/id/Activated-Carbon-Air-Filter/

would an enclosed light like this make much difference?
http://www.ebay.com.au/itm/600w-Dimmable-Digital-Ballast-Cool-Vent-combo-HPS-MH-lamps-Timer-Yoyo-Kits-/330943492248?pt=AU_Seed_Starting_Hydroponics&hash=item4d0dc4f098#payId

For the simple reason that i can put computer fans on either side running from 9v batteries to remove heat which leaves the other fan for the plants.

Thanks again,
paul

p.s. I'm a student and am pretty poor atm, so no smoke ever. i just need the basic setup and can add and remove things later (hopefully :-P)
