First Post_setup_and questions

Whats up! First time grower here, I just finished what I am hoping to be a decent low budget setup. Setup is as follows:

Lighting:
2 121.9cm Philips Plant & aquarium lights (40w 1600 lumens 2700k color)

Hydroponic:
2x Drip ring style custom made "waterfarm" setup

2x Custom made black bucket bubblers

Air/Venting:
For venting air out i cut a hole in the ceiling and mounted an AC air vent, but i removed the actual angling vents and fitted 2 120mm PC fans pulling air out of the room, then to bring air in i went and purchased a cheap door from a "house salvage yard" and and cut and mounted another air vent, with 2 120mm PC fans pulling air in. 2 clip on circulating fans posted at each end

Co2:
For this setup i basically took 4 2l soda bottles cleaned them out with bleach and water, have 1 setup next to each system. I drilled out the tops to fit a connector to fit some vacume lines, took the lines and wrapped them around each of the buckets, poking holes about ever 3" so now i just add baking soda and vinegar to each 2l bottle as needed for co2.

Hummidity control:
Based on the budget right now not much i can really do to control this, I have put up some black plastic and have run large amounts of velcro to try and keep a decent seal (its no airtight so i know its not 100% perfect).

Nutes:
General Hydroponic - cheap lil 3 stage setup, micro, veg, bloom

Water: Brita water filter, this is actually great i tested the tap water with my ph tester and got 8.3, i ran it through the brita filter and got it down to 6.1 (waiting on some PH up and PH down chems to come in as i'm sure i'll need it)


Ok so thats the basics of my setup, Now i know i skimped big time on the lighting, didnt have the 150 to do it right, but my question is has anyone actually had any real results from these lights? I cant seem to find any results from growers that have used these lights, well growing MJ that is, i have found people to say they have worked well with growing tomatoes or aquarium based plants. I know i should be using a better HID setup but thats not in the budget right now.

I have 8 bag seeds that are starting to sprout, and i had 2 growing in some soil but i had to transplant them into some better soil and well 1 survived the other died. these are just some mids and i'm just going to test these out with the current setup, to see how they do before i order some white rhino.

If anyone can make any suggestions or comments on anything i would greatly appreciate it, I know i need to go ahead and get a HID setup and thats in the works (actually i have an aftermarket one for my car sitting in my shop but i was iffy about using those plus there 6000k) but i dont have the budget right now for them, but if you know of any better flourecent bulbs that i can pick up from HD please feel free to let me know.

I think you should get cfl coil lights with a 4000k or higher for vegging the 2700k is good for flowering or mix them but if you use the 2700k`s the plants will grow kinda spindly and from my experience you will get mostly male plants.
