i imagine a cannabis plant could probably carry out its life cycle with adequate nutrients and just 24 watts of light right above it. the problem is you would hardly have enough weed to pack a bowl by the end.
light wattage in = bud out. it's a more complex equation than that, but that's the basic principle in indoor grows.
