flowering problems

ok. yes this is a flowering problem as the title says. (sorry it agrivates me when people post threads saying "help fast or need help!". give us an idea of what about before we have to open the page. unfortunately some of us have dial-up).

get ready this may b a bit long..... A partner of mine had 3 big plants outside and someone mangled one of them without taking anything from the plant. we know who did it and that has been handled but we had to move the plants indoors to ensure the remaining two gauranteed safety. No prob there right?

well the plants are anywhere from 3 and a half ft to 4ft tall and all we have to use are the 4ft style tubes that are cool white and cool white cfl's. we have availability of 6 4ft tubes we can use and have been with cool white light, despite needing for warm spectrum lighting I currently have No spare cash to replace the bulbs. the plants have made it to the point of tiny pre flowers but has not made it past this point. we can tell the sexes and both are female (YAY!!!!) but they wont get past the point where the pre-flowers tips still look like a new node trying to start.
Is this because I am not producing enough light from the fluro tubes or is it because I am not using the right spectrum????? Is it possible to use cool spectrum lighting to flower, even though it will most ceertianlly be less productive?
Ive only grown indoors in a sog style so ive never had this problem as my plants would never have gotten this big (even as a motherplant for clones).
I wish pics were possible but at this point I dont believe it will be possible as my digi is messed up.

any help is appreciated

Welcome to the forum. it will take longer, the yeild will be lower. With that many lights, you could try putting lights sideways to get light to the lower branches. Flowering can by as long as 12 weeks depending on the strain so it will be a while before you see any big changes. Your flowering problem seems to be a lighting problem. VV

I actually had 2 of the tubes sideways on a wall right next to them and 4 hanging above them. and that setup works AMAZING for veging plants may i add but as far as flowering these 2.......theyve been in there for 4 weeks now and still only the little baby buds STARTING..... Its about to seasonally change here to about the 12/12 cycle because now is usually about when outdoors flowers here so we are putting them outside temporarly to try and get a little catch-up played in there with some light, but we wanna definatly go back indoors a.s.a.p

oh and im not new jus a new account. i forgot the passwords to not 1 but 2 of my accounts and I used my aol email for the registration and now dont have the aol email adress so i cant get a password reset.....bummer but i guess I cant do anything about it. cant forget this one tho, something more to do with myself.
