I wouldn't worry about it unless there is no bud growth and the plant is putting out a bunch of new leaves like that. At four weeks in you should be seeing a significant amount of bud formation. If the flowers are developing fine then I wouldn't worry. Keep it healthy and be patient til harvest time. Good luck.

Nice looking sativa. It's finishing and not vegging. It's fine.
Kush strain lineage is predominately Indica. Some are pure Indica like PCK. There are hybrids like OG Kush and others but for the most part anything Kush is mostly an Indica. Although you could always get a Sativa dominate pheno from seeds of one of the many hybrids created with Kush lineage. Without seeing the entire plant it's pretty hard to tell.
