Germination in cup - heat problem?

I was germinating 10 short rider autoflowering seeds in moist tissue and it was working but unevenly.

I then took the seeds and put them in a mug of water, i put an attachable light bulb on the mug to keep the water they were germinating in at a good temperature, about half hour later i went to make sure that there was no problems with the method and the mug was quiet hot although the water was not the mug was and the seeds are in contact with the bottom of the mug, i then got rid of my not so genius idea of the light bulb and let the mug cool down, 48 hours later so the seeds have had about 2 and a half days of germinating in total i planted.

They have now been in their pots for exactly 48 hours and none have even broke out the top of the soil, What's going on? seeds have never taken longer than 2 - 3 days to germinate and brake soil for me? :-(

The pots are in my tent, temperature 22 degrees and the soil has not dried out or been watered too much, i also have a hanging light bulb to make some heat and to encourage the seeds to come upwards towards the light.
