Good Flouresent setup for 1 Plant??

Yo i'm a newbie at growing. and i got 2 , 4 foot 40 watt florescents. Also a 1 ft. t8 would this work for the veg. part of my Growing? And what kinda light should use to flower if so? Also it is in a 60 gallon hex fish tank. inside painted Flat white with 1 little fan for ventilation to get the picture of the setup.

yeah they can veg, just get daylight lamp. for flowering it's best to have HPS size of light depends on size of grow area, roughly 50w/ square ft as a minimum to flower good
