good soil composition ?

my friends mom recently bought a bag of potting soil that contains:
aged pine bark
sand
and perlite

i was wondering if this would be a good soil medium for 1 week old all organic outdoor plants

Good soil should have a good balanced ratio of air/water retention, plenty of mild slow release nutrients and active microbes for good root growth and nutrient uptake. For outdoors, a PH buffering agent such as dolomite lime is essential.

An easy base outdoor mix should look something like this:

1 part peat
1 part black earth
1 part mushroom manure
1 part perlite
dolomite lime (1 tbs. per gallon of PEAT used)

then add additional sources for n-p-k such as bone meal ect. Be careful with bloodmeal, carnivores love it!

pinebark becomes acidic as it breaks down, that mix isn't very good for MJ, even with Dolomite lime added. Better to go with black earth with some peat and dolomite lime if you want to keep it really simple. Soil is really important, especially for outdoor (unless you want to be visiting it all the time)

Dolomite lime takes at least week to become active, 2 weeks is better though. Hope this helps!
