Good soil mix?

I picked this stuff up and was wondering about using it. I was thinking about adding some perlite, blood meal, bone meal and epsom salts too. What else would be good? I have some horse manure. Would that be unnecessary?

Do you have any good ideas on formulas for mixing this?
