If i was to grow one plant with 2 34watt lights would that be enough to get it to flower?
Also a few pc fans in there with it.

Sure, it'll flower. You probably won't yield a bunch but it'll flower out.
It would be a fun experiment, and if you get a female & get a lil buddage, even better.
