Grow Guru Opinions Pls

This is a second attempt at a successful grow of a percy stash. (Rents got to the first opp. so ive relocated):hump:
Simply question really, im planning on growing 2 plants i have 3x- 20W 2 FT. floros tubes 2x-6500K, and 1x- 2700K. Will this be sufficient light for the vegg. stage?
:arrow:Currently tight on cash so if this isnt goin to be worth it what would your growing experties suggest??:idea:

I would add a couple of low powered cfls to that if your on a budget as they cost so little and cost not much to run.:joint:
