So I have ordered a 3x3x6.5 ft grow tent and I have a few questions picking either a 400W or 600W ballast.

I've been reading around but from what I understand a 600W is the better choice however it runs hotter. I am not getting a cool tube with an inline fan so I want to know of other ways to cool down the tent. The tent will go in the basement cold room (which I hope will be cool enough). Am I ok with just a few fans inside or should I get 6" fans to exhaust air in or out?

Asides from this I also have a shed outside, will the 600W light produce enough heat to counter-act the cold temperatures of between 0 and -10 C (32 and 14 F) for vegging as well as flowering or is the basement a better choice?

1-you need an exhaust fan to pull in fresh air
2- light should produce enough heat when it's on but it will be off for 12 hrs....
you also have to be careful how you bring in frozen air to the plants
 
I would defiantly say use the basement but with a tent that size you might want to consider a cool tube or a light hood temps can still get really hot in a small area of that size. 600w is a good choice stick with that. Are you buying a standard magnetic core ballast or a digital ballast?

Ok so it seems a cool tube is probably a beter idea. It might cost me a little more but shouldn't be an issue. The ballast is digital, as for ventilation would one 6" inline fan do the trick with a fan at the bottom of the tent, or one for exhaust and one for intake w/ carbon filter better bet?

You want your carbon filter on your exhaust line. You need to have more exhaust than intake.

What is the highs and lows of your basement as it is?

Would your shed be light proof or are your neighbors going to be seeing bright lights? Plus you'll need a heater out there for when lights are off.

It's possible you could use a cool tube. It's hard to say. Your average basement temps would be helpful in giving advice on this.
