I posted but have additional question.

germinated in 3 gallon pot with no transplant.

25 days old under hps and cfl and 3" tall.

Plants look good only very small.

Will vertical growth start or should I try again??

If you are not going to transplant into a bigger pot down the road, I would make sure to flip before 12". We learn from our own mistakes :) 3" at 25 days is small... but like mr2shim said, pics would better help the question at hand.

this is why i dont like starting in bigger pots, it takes forever for the roots to develop and for the plant to start growing vertically. im thinking thats your problem. pics would help.

Really small for 25 days but I wouldn't kill it. What kelvin CFL bulbs do you have? The HPS is probably part of the reason it's short. You're giving them the wrong spectrum of light for vegetative growth.
 
I am looking at 250 mh/hps conversion unit. Any suggestion best place/best price?

Now: multiple cfls (2700 and 6500 K) and 150 hps.

CFL makes plants grow really slow and stocky. I've used them a long time ago. I think your plant looks fine, but It's just the lighting that is holding shit up. You have a lot of nodes, but if you can get more lighting on it you will do better. I honestly wouldn't wait real long to flower because of stretch and the fact CFLs aren't gonna penetrate real deep. imo What wattage is your hps? I think minimum grows should be like 400 hps. I understand why people use CFL, and like 150 hps', but you will get a lot better results from 400+ hps setups.
