[HELP] Heat issue

So, I am using pie tins for reflectors and my temperature appears to be spiking. I placed my temperature monitor on top of the soil near the stem to see an exact temp.. I'm hitting 90 right now with a large fan on. What can I do?

Even without the reflectors, I'll hit 85 with the fan on..

Is this normal for CFLs? I thought they ran cooler.

CFLs are self ballasted, so they DO generate heat. The ballast is in the base of the bulb.
As for the pie tins - Trash them !! They are made of tin which , like foil, is a horrible reflector
and it will generate hot spots.

Is this in a box , and what is the room temp?

If it's in a box, you need to ventilate it by drawing air out the top, and an inlet at the bottom to exchange fresh air.

It's in a closet and the door is always kept open.. can I put mylar over the pie tins as a reflector? Will it still generate hot spots?

The room temp is 79... and the temp on soil surface is 90. (at this time)

Only thing you can do is

1) back the light off a tad,
2) increase the number of fans
3) position another fan to blow air OUT of the closet (Pref mounted up high)
4) Keep the house temp around 70 (A/C)

Mylar on the pan will work fine, just make sure it doesn't get too hot !
