Help needed with indoor grow

I'm having trouble getting my seedlings to grow in my tent. I had a couple of white widow seedlings that I put in my tent after they sprouted and they basically refused to grow. I am using a Vivosun 400 watt LED light that I had set at 50%. Temps in my tent are right at about 70 degrees with 50% humidity. The seedlings wouldn't grow but they also weren't dying either. Just staying the same size over a period of maybe two weeks. They finally just kind of fizzled out so I gave up on them and planted a couple more seeds. This time I turned my lights down to 25% because I thought maybe the light was too intense for them the first time (this is my first time growing with LED lights). These new seedlings have been sprouted for a week now and the same thing is happening. They just aren't growing. Do I have a defective grow light or what am I doing wrong? I am growing in a 4x4x8 tent and the light is approximately 3 feet above the seedlings. I've never had this much trouble growing anything. If anyone has any advice please share it. Thank you.

I can only tell you what I do I have a 600 watt philzon and when I'm doing seedlings I keep the light about 8 to 10 inches and on full power and as far as I know that about 60 watts so if I was you I'd drop that light to about 18 to 25 inches and try again and the best of luck to you with all of your endeavor :peace:
