help - what's wrong with my plant?

I am growing Nirvana NL#5, 12/12 from seed outdoor (I live near the equator, so I get 12/12 light throughout the year). I am using an organic soil mix - (manure+a local organic compost+sand+perlite+some clayish soil)

(1) The plants had some yellow spots on the bottom leaves a few days back. I thought these were mites, so I sprayed some neem-oil+soap+water spray, that I read about on this board
(2) Ever since, the spots have not spread. However, one plant looks in pretty bad shape :(
(3) The plant on the left (second pic) had more of these spots than the one on the right - this is just before I sprayed the neem-oil+soap mix. The right one looks healthy now, but the left one almost looks like it might die.

Can someone please help me identify these? These seedlings are hardly 16-17 days old (since they broke ground). I took these pictures in the night - my plants look somewhat droopy at night.

Pic 1: The bottom leaves are dying. These had yellow spots a few days back, and are almost dead now :(

(2) Both of these plants were equally big. The one on the left (in the black pot) was only slightly smaller. This is when the bottom leaf started developing yellow spots. The right plant seems to be doing okay. However, the left one looks in very bad shape.

That medium doesn't look like it will drain very well. The first picture looks like a waterlogged plant to me.

any time a plant is sick u start with the list

1 .........PH lvls soil is 6.5....hydro is 5.8/5.9
if this is the case the roots are having trouble pulling in goodies ..........u need to flush and balance the lvls with soil

2.........the soil it self could be off (lacking the fungi/micrbos it needs)
u can buy stackers out there like aquasheild or voodoo juice ............u can transplants to new soil (Fox Farns Ocean Forest is very good soil ready to go balanced ready to go just pot it)

3 .......your feed is it organic (soil needs organic for the micrbo and fungi) these guys help keep the soil PHed for u along with roots grow and take in goodies increased rate due to them
if u have not look into the GO BOX on amazon it is a all in one buy for feed system u just need to get some pippettes to move it from bottle into water (has a plan to fallow got me 4 oz a plant with right lights)

4.......your water is it bad......city water needs to be cleaned before using it .........fill a tub with hot water and allow it to cool then u can jug the water up (jugs i mean washed out juice bottles or water bottles ...milk jugs do not work the water turns foul even if u bleach it clean it does not work )............if u are using a bucket or anything else to store it .........stop and clean it all out then refill with clean water

5 draining like the guy said .........watering plants should be as need and only as mush as the soil wants to hold...............the bottom of planters can sometimes get cloged and form a plug trapping the water (u can use coathanger mark off say 1 and half inchs then only poke in to the mark and move around see if water comes out)

PH of water is 7.1. Run off is 6.7
As you can see, the other plant is doing quite good. Anyhow, thanks nonetheless. I will just wait and watch. I have a hunch that this will pick up in a few days.

Also, everything I am using is organic. I don't live in the US, so I can't use Fox Farm etc. I am using what growers use here.
