Generally most breakers (at least where I am in the US) are rated to 15amps. The breakers are usually not exclusive to one outlet and are most commonly used to run an area of a house (say all the outlets and lights in a room for example). You could find all the things on that circuit and add up their power consumption to make sure it's under 15amps, but it more than likely is. Some plugs are rated differently for the current going through them and they can heat up if it is excessive which can lead to a fire. That would be dependent on you wiring/plugs.
I would say 1kw on one surge strip is fine. I run 1200w of lights, a 6" vortex, and a couple oscillating fans on one split timer strip and have no problems.
