I ph every water/feed....do I need to check run off?
Runoff isn't a reliable way to check soil pH. If you've been using a bunch of pH down I'd guess low pH. Good soil probes and pens aren't cheap. I paid like $150 for the BlueLab one. Apera makes good ones too.

What are you pHing to, and what's your grow medium?

I’ve been growing with promix for my last 4 grows and Promix needs about 20% run off when watering and is more like hydroponics than soil. The ph of promix can drop below what you want some use Dolomite lime to help balance the ph out in promix. I personally do not do that. If you water to 20% run off every time you know what ec/ppm and ph your putting in and what’s coming out. If your ec/ppm or ph is high or low when it comes out take notes and either feed less or feed more depending on what you mediums ec and ph is. Checking your run off can help you know if you have to much salt build up in your medium. I think you either have a low ph problem or nutrient lock out and nute lock out can look like a nitrogen deficiency. Taking notes of everything is going to be your best reference of going back to for problems that occur. I personally feed feed water when it comes to my plants. When I’ve been feeding with nutrients I have not been watering to run off but when I use only water and cal mag I water to run off so I get that salt build up out where nutrient lockout comes in to play. Every strain is different and some will eat like monsters and some need barley any at all. Let me know if you have any questions

What are your temps and
watering schedule and humidity as well?

These are factors that effect your schedule which looks way under fed and watered

So u think it's a nute lock out or ph problem
It is hard to tell with the hps light on but your runoff will tell you if you are over or under feeding them. I feed my plants between in flower between 1.9-2.2 EC I’ve had my run off come out at 3-3.5 EC and didn’t have any issues. If your EC is below 1.9 EC you need to feed your plants this is why runoff can tell you your issues. Are you running c02??? Cuz if so they need a higher Ec/ppm because they are eating more due to excessive c02. Do you feel like you’ve been feeding your plants to much or to little??? It’s easy to over due it. A little goes along way. People will tend to throw more nutes at a problem but only make it worse and the roots can’t uptake the nutrients. If your overwatering it’ll also suffocate the roots so they can’t take up nutrients. Promix drains well and bounce back quick from overwatering unless your doing over kill. It’s either lock out of nitrogen deficiency one of the two
