What is going on here ?

Looks like you're growing outdoors so some kind of bug eating your leaves.

It's either leafhoppers or four-lined plant bug (creative name, huh?). If you see things like the pic, they're leafhoppers. Or maybe you're lucky and have both! Try insecticidal soap. You have to hit them directly though, so if you have a preferred method, like neem oil, go right ahead.
