That looks allot like an incandescant bulb, so NO. Go to a hardware store and buy a 23W cfl and it will be fine for a little while.

O.p, get a cfl or don't bther trying.

Yeah, incandescent is pretty much impossible to grow with, and the foil+incandescent=guaranteed hot spots.
Tear the foil down, buy a cfl and you should be good to go.
