Herb Plant Maturity Day

I read the pack of herb seeds that I get and I see it says Days to Maturity. I always thought its when They are old enough to start harvesting but I'm pretty sure it meens some thing else. Does Days to maturity meen how long it takes to grow from seed to a seed harvest or what?

i thought it meant from seed to harvest. like tomatoes.

That's what I thought but Herbs (ie Basil and such) have it on their package to and that's what is confusing me.
