What Is the proper way to use horse tail tea on your plants how many bags to how much water and how often do I spray and when do I spray?

I only have the tea bags tho I ordered the ones this guy recommended and it's tea bags so idk to do

Maybe just put 4-6 bags for a gallon and let it sit in the sun all day? Doubt it'll hurt anything.
