I had this plant for about 4 weeks
How do i tell if its a male or female plant?

to be honest, it don't look to great for 4 weeks. it looks really stretched.
can't tell by the pic if it is a boy or girl but look for either 2 pistils(female) or a bunch of sacs(male). attached is a diagram that should help you out.

I think it is a female but im not quite sure yet.

your plants not showing yet thows pre flowers will show when the plant is mature enough to flower your a ways off.
If it was mine ide replant it in a deep pot with some organic soil up to the third set of leafs and pretty much start over the move the lights closer and osolating fan on it, and at least some mirical grow plant food will help maybe water every 2-3 days and feed(fertilize) every third watering this will get her going hopfuly.

im guessing by the look of your plant that your light is too far away, thats why its stretched looking. it also looks like u dont have a fan blowing on it, this makes the stem thicken and builds a stronger plant that can support more buds without falling over(it also gives good airflow reducing mold and rot issues) and as the guys above said its way too early to tell if it male or female.

I just found a little fan i put it in the closet with it and i added 2 more 100 watt bulbs

it seems you have your plant WAY to far from the light source
you wont be able to tell if its a male or female until you put it on 12 12
once in flowering you should see pistils like in this picture

Yeah man, that thing doesn't look very good, at all. It definitely needs more light, and/or the lights placed closer to the plant. It does look like you could be using incandescents. Are you? If so, add about 10 more,lol(seriously) or go get some CFLs, which are the cheapest option for good growth. The fan will help strengthen the stem a little, but without sufficient lighting, that thing will stretch to the moon.
