A female plant with male flowers? Hermie. Id jus kill it personally.
You can fit a lot under a 400w but 33 1ft tall plants is too much. At 1sqft per plant, that'd be almost a 6x6 area (not including taller plant that probably shades others) a 400w light is good for a 8sq ft area, 16 at most...

You could probably push it to about 800 plans under a 400w.
Generally a full grown plant needs just shy of 0.5 watt to flourish

A gram per watt is an acomplishment that most growers never achieve. It took me a long time to get close to two pounds per 1,000 watt light, and I still have strains that I don't yield .75 GPW. I feel that a 400 watt light throws a good 3x3 footprint and has a penetration depth of around 8 inches. I would run an old school SOG and find a strain that doesn't branch out at all and only grows single colas. Run 25 plants and keep them all under 16 or 18" and flower them right out of the gate almost like an autoflower grow. If you have your techniques down pat and you understand what it takes to yield 1.0 GPW and you try a different style of grow you may possiblely reach your goal. Hope this helps.

More plants is not the answer, I wouldn't put more than four under that much light, and flower them at about 18" tall, you won't get 1g/w, but you could get up to 3, maybe 4 zips, depending on the genetics. 33 plants? you need a couple KWs to make that many worth your time, or Scrog the shit out of them under 1 KW

Yeah if you pack 30+ in there in 4" pots the lower branches won't get any light. It's alright to start them tight, I had to start from seed so I started more than I kept, and it caused them to stretch as they competed with each other to get to the light.
