The idea is that basically I open up my own secret shopper company for locals business and other businesses at the best possible price. What are some good ideas to get this started

You haven't really given too much information to go on. Have you thought this through properly? Give some figures

So you want to be a vendor in a specific trade? Or do you just want to be like a Costco for every business to come for?

You're not really to descriptive with your idea... if you asked for a loan ATM it'd be shot down....

What services are you wanting to provide? If it's being a vendor for a trade; what trade?

Commercial Printing is a huge trade, and very profitable if you do it right.

I would basically set up a deal with the manager / owner to go into the store X times a month.
I would make up areas of the business to be evaluated (Ex. For a fast food restaurant, I would say if the food came out in a timely manner, if the interior was presentable)
This would be a service business, so I don't really need any loans or assets. I would fill out a survey for the owner / manager with a little typed up report and they would pay for it.
It can work in goods or service businesses
