How to atart a referendum?

how does a referendum come about? do the people start one or the government?
I was just reading that italy had a referendum a few years back and it passed, to alow people to smoke and grow small amounts of bud. I think if sombody somhow started a referendum it would be a pretty close vote

The leadership in america wouldnt even think of putting something
so huge as cannabis reform up for a vote.
We the people, would like to see MM cards giving out to everyone who needs them.
For whatever reason, americas fed goverment is dead against drug reform of anykind,other then the pills they push.

The bad thing is the people in the goverment use more drugs than most of us. they are hipocrites. My state treasurer was arrested for cocaine poss and giving it away. I am sure his parties had lots of rich political friends.

they must be making money somhow by drugs being illegal. probably get paid off by the big smuglers, and producers

I would start by calling your state reps. If enough people call and say this is important to us they have to do something.

but theres no hope for my state now, they were going to pass it, and at the last minute they shot it down and did some tricky shit that makes it so that only the supreme court can legalize MM

My state is unsure. They were going to vote last year on MM but they never got around to it, I am hoping it gets done this year.
