How to remove / treat scales and prevent from returning?

plant was outdoor during veg stage, now indoor under 250w hps. 3 weeks into budding

these scales have just started forming. want to get rid of them quick and prevent them from returning!

should i scrape them off and wipe the stem with h2o2 solution?

neem oil?

whats the most effective way?!

If you flower inside why wouldn't you veg too ??? Most ppl do it the other way around veg inside flower outside .... that could help but obviously where your putting them outside they are able to get infected then you bring it ALL inside .... thats some nasty looking stuff lol .... if that was mine I would chop everything down ... ditch all my soil ... soak everything you'll use again as far as containers go in bleach . . . . Um and definitely clean the grow room and whipe the walls with bleach n stuff too . ... I would just start all over INSIDE . lol IDK thats just my opinion

try using an insecticide/fungicide/miticide you can get at walmart called fungicide 3. it should work ok
