How to use Southern AG Garden Friendly Fungicide as prevention on humid weather?

So I've lost many seedlings, mainly seedlings, due to the very humid and wet weather here in Puerto Vallarta, Mexico, a coastal town currently being hit by hurricane after hurricane. Also, a friend of mine was taking care of a plant and it got the rot.

The instructions for Southern AG GFF say to add 1 teaspoon to a gallon and treat potted plants daily wetting the soil, however, it doesn't specify if this can be used on seedlings, specially, cannabis seedlings, of course. Any advice or experience?

Also one plant has 2 or 3 weeks to go and currently on flowering. Should I apply the SAG GFF on the soils and spray it on the flowers as a prevention? Fungus hasn't hit it yet.
