HPS or cfl,s and 4ft flourescents for veg?

I am new to growing, and have limited resources. I have 3 lights....2 600 hps and 1 400 hps. I also have a 4ft flour light 2 40 watt bulbs and some 40 watt cfl's I can use. Would I be better off with the 400 hps or the flour lights? I know T5 or Halide is the way to go, but not an option this grow.

Veg with what CFL's you have and FLOWER with the HPS.

I am using the 2 600 hps right now for flowering my Caboose, but I have an extra 400 hps. Wouldn't 400 watts of hps light still be better than 160 watt of flour light?

Thats like 6-7k lumens flour vs like 50k lumens for the hps!

I need the clones to grow, as they are gonna be my mothers.

I would rather just use my hps though that I already have.
