I really need help here

Ok im growing for my second time outdoors. I live in Ohio so that will tell you one thing about the weather & temperatures. I got two plants, the one is doing beautifully and it is about 3 or 4 times the size as the other one. i meen the thricomes and leaves are covered in crystals. As for the other plant... it seems to be going very slow, and both of the plants started flowering at the same time. At first i thought it was a magnesium defficiency or maybe a problem with the soil PH. So i gave it a tablespoon of epsom salts in a gallon of water along with a cup of vinegar to reduce the ph back to neutral. It did help a little but the buds are still popcorn size, with not even any crystals on them. I fertilize both of them with 15-30-15 for the flowering cycle, so i figure they are atleast getting enough phosphorus, i also give them wood ashes for extra potassuim, And just a touch of cow manure for extra nutrition. Now like i said for the one plant, this seems to have worked wonders because it looks beautiful , but for the other it seems like it is doing nothing. I cant seem to figure out why. And i have very little time left, infact we are supposed to get a frost tonight, so i was going to move the one thats flowering slowly into a warmer place to protect it from the frost. What can i do to fatten the buds up on this plant???

You have probably done all that you can do, some plants genetics just are like that. What Strain was it anyway?

i honestly dont know. I was thinking about resorting to moving it inside, so i can keep it going longer. I just need a light and ventalation. i meen i got the perfect space to do it. Im just worried cuz at the rate it is going im not going to get anything out of it. Do you think i could move it inside and put it on a 12/12 light cycle to get it to produce more?
