the amount of UV given off by cfl's is completely negligible, it has nothing to do with flowering. UVB does help produce trichomes and THC, but only in very high amounts, around 150uw/cm2. Plants will flower under any light with a reasonable PAR rating, red light just increases speed of flowering and size of flowers.
