It is still in a vegetative state as long as you have the lights at 18/6. When you change to 12/12 it will go into a flower state - assuming you don't have an autoflowering strain. Most plants will develop pre flowers at about 6 weeks of veg - it will not develop any further until you change the light schedule.

This is an outdoor grow. a 53 inch christmas tree. the light cycle is... July. haha. It should start budding late august or september I guess. but you still answered my question I think... anyone else?

I'm having the same issue with a WW growing indoors. It was under T5 lighting for the first 2wks and then placed under a 1000watt HPS for only a day until I noticed some hairs growing within the 2nd and 3 node. It was under continuos light (24hrs.) the whole time???

wow man in my small growing experiance this happened with all my plants i just let it happen =) a sign of bud without 12/12 id laugh if u put it under 12/12 and u got like 10lb lol like a super mean bud producing machine
