If you reveg a seeded plant will the next lot of buds be already fertilised?

This could be a trick question, but, if you revegetate a seeded plant after harvest, will the next lot of buds it produces be already fertilized?
Also, just to make it double barreled, if you take seed from a hermie plant, will those seeds always, and I mean guaranteed, without any hint of a doubt, always grow into hermaphrodite plants?
