Intertwining seedlings together for 2 plants 1 pot????

Okay I wish I had some pictures, but ofcourse my camera was stolen. So my buddy brought over some small seedlings that he has wrapped together in a spiral fashion, they look like one plant besides the smaller ones the you can obviously tell there are two seperate sets of lil leaves. I had just never seen this, heard about people doing to make it past compliance checks when all they check were the amount of holes outside. My question is anyone think this good idea, seems like a great one as long as they both have room to root and grow. Any ideas would be appreciated.

He also has a few that are 4 wks old and without close inspection you cant even tell they are two plants, they just look seriously bushy...could be good idea..dunno
