If you're legal with a card they can't say shit to you.
HOWEVER, many apartment communities have rules that are meant to discourage you from growing - like mold control policies and whatnot. Don't run afoul of that and you likely won't have a problem.
Oh, most apartments will not allow you drilling holes larger than your thumb - so running air ducting and the like is generally out of the question.

yes it's legal, but an idiot might call the police and it will be a hassle. I fyou do grow, try and make it as discrete as possible and get a really good carbon filter.
