Is my plant too small

It's way better to under water than to over water. Some people water every couple days, some people water every 5 days. It depends on the environment your plant is in, (meaning the temp. by the plant, and how fast the water evaporates). Usually you can tell by gently putting your finger a couple of inches into the soil. If you see the soil pulling away from the side of the pot it's really dry. Good luck.

Thanks, having a rule of thumb to go by will hopefully help

If there's a Wal-Mart by you, they sell 6500K's. They are in a white package with blue border and say 6500K vertically on the left side. I think they are GE's. The 2700K's you can get at Home Depot, the package is white with green, and in very small print on the upper left side under a small paragraph it says colo temp 2700K. The ones at WM are like $4.50 for 2 23 watters, and the ones at HD are like $6.88 for 2 23 watters. Both put out 1600 lumens per bulb. The ones that you have will work, but I think it's the others are a more effective part of the spectrum for what you're trying to do.
The 5500s are rated as "Daylight" so hopefully the missing 1000K wont be too bad. I couldn't tell before, but now that I have the daylight bulbs to compare it with the 3000Ks are def alot redder. I can understand why she wasn't grwoing that much under them, but hey now I have a bunch of lights that'll be good for flowering.
