Is now the ideal time to start germinating ? Very poor weather.

Hi, i did my first grow last year as a trial run. It wasnt a great success because i started them way too late but none the less i got some free bud. Anyway i got some seeds for this year and on about starting them soon. I was hoping for a nice hot summer but thats gone down the shitter.
I will be starting them off under a skylight in my garage for the first 3 week or so then plant them outside.

Should i go ahead and start germinating them now or wait/hope for warmer weather ?

I germinate in the house and once they get a foot tall I then plant outdoors

Here in The Heart of Dixie ..Just now ready to start...Is 80 today..I do the same start first get up a foot then out they go.Till Sept

depends where in the world you live? up north to early down south rock an roll.
