so looking at some diferant lights with diferant spectrums and I found a 400w panel with this spectrum IR730nm, Red( 620-630nm / 650-660nm ), Blue( 430-440nm / 450-460nm ) & White( 3000-4000K / 6000-9000K ) and just wondering if this is a good "full spectrum" ?

Yes, from what limited advice I can give. The primary wavelengths that photosynthesis uses are 400-700nm with the most effective wavelengths being Blue/violet 420-450 nm and Red 600-680nm. The blue side of the spectrum is where chlorophyl b is produced (veg growth) and the red side of the spectrum is what aids most in flowering. The panel seems to have the right wavelengths for good growth.
Here's a chart for reference..

Yea no probs dude! But before you go off and buy that panel you should check out the hans panel. It's in your price range (350-400?) and will suit you better than the chinese led panel you were looking at. Or you could go for a panel from Area 51. They seem to be the top of the line at this stage. Another great panel is from Apache... If at all else check out some DIY rigs with CREE 3050 COB they are putting out serious light for cheaper than the panel you are looking at. Is this the link for that panel? http://www.aliexpress.com/item/New-7band-Red660nm-630nm-Blue460nm-UV420nm-Orange610nm-IR730nm-White140000k-600W-led-grow-light-288-3-led/1048407289.html

thanks sneaky, I will be updating every week in hopes of the end result having 1 of 2 outcomes #1 they crap out in the end and don't produce, and putting them on the "CHEAP CHINESSE CRAP LIST" and saving some people some time, energy, and$$$$ ( couse they are selling the shit out of these things on ebay ) or #2 they continue on the course they are on now "KICKING ASS" and wind up turning people on to some good gear at a great price

Sweet, sounds like a great experiment to me. I'm DIY'ing a small rig (120w) for a stealth grow at the moment, but I'm always on the look for those "diamonds in the rough". Your's are priced pretty well, I'll be a frequent visitor to your grow journal to see how those things work! Good luck dude
