It looks like scale. Bad ...help

I have been reading here for a while but this is my first post.

I have stems covered with what looks like some kind of scale. It is really bad and covers the stem. There appears to be just plant material inside the bumps. Sorry about the picture not being very good but I hope it will be enough to identify what is happeining. The results are the tops not getting enough nutes and the plant is looking stressed and struggling.

Widow, coco, eb and flow. 1200 PPM

I have looked in the forum for this problem but did not find anything I thought resembled what is going on. I am sure it is there somewhere.
I can find no bugs of any kind with 30X magnification. Also... in the soil are more little round deals about the same size as the "scale that is on the stems", with some of the round deals on the end of what look like tiny, tiny been sprouts with clear stems.

What am I dealing with and what fix?

Yo readers, just me again

Sorry about the lack of picture. I expect I will figure out how to get it on my post in the next day or so, unless someone wants to help educate me.

More important though is the "scale problem. Since I am lacking a photo right now here is a better description. Going up the stems with the most heavy concentration at the bottom are, raised bumps a little bigger than a pin head. They are tan in color and completely cover the bottom of the stems and run up the whole plant The main "trunk" is much more affected than the branches. The problem diminishes as you get higher up the plant but as the plant grows the bumps go north too.
