I have to comment on this.
-The kelvin rating (known as kelvin temperature) is the scale of the light spectrum that lights emitt. For proper vegitation you need a 6500k. That is, considered by many, more important than the lumens output. For flowering it is more tricky. It is recommended to go with around 4500k. But, many more experianced growers recommend using both spectrums.
-As for the lumens, that varies. It is essential that you have the proper amount of lumens reaching your plant. If not they stretch and you get little buds spaced out. Now, if you are vegging many people use Metal Halide (6500k) which has a high lumen output, but due to heat you cannot get too close to the plant, which sometimes may cause stretching. Some people use T5s (I use them), while many contend that they are not strong enough (lumens output) they have the proper light spectrum (6500k) necessary to veg, you just need alot of them. When flowering comes majority reside with High Pressure Sodium (4500K), again I use T5s just different bulbs.
-From my own observations, my plants are small, bushey, and smelly. BUT, I agree with others that have seen my setup that I am not getting enough lumens. Thus it has taken me over three months to get two 17" plants.
-In conclusion I would find that proper lumens are just as important as a proper kalven temperature.
