Leaves on seedlings curling down and darkening

I noticed the past two days the leaves have started to curl downward and spots of dark green ... while some of the other plants as you can see are healthy looking one in the pics. Im using a sunblaze t-5 48 with only two bulbs on per row instead of the 8 its has. Soil is fox farm ocean. I am hanging the light about two inches from the tops. Is this normal? This is also my first bagseed grow.

Do you keep it that wet?

I keep the soil so if I stick my finger an inch in the soil it feels damp and moist. They are in 3g pots and only a small trickle come from the drain holes when I water. I am also using standing tap water to water and nothing else.

dont water until the soil is dry. It is important that the roots get some oxygen.
