Lights and Fans?

Allright I just have a few questions for Im in the middle of building my grow box. Im going to use 23 watt CFLs, how many do I need for a 1 ft by 8 inch by 27 inch box? What is the least number of bulbs I will need?

Does it matter for fan placement? Should I place the fans on top, bottom, or middle vertically?

id say 4 or 5. The plant wont get that tall with the specs you provided. THe fans show cause the plant to move but it shouldnt blow directly on one spot as this will dry your plant out.
