It does not output 46 V because it is current limited.
From Meanwell report:

Under voltage output adjustment range, results section: 45.95V is max output.

For the 4th time: motivate why OP should run the driver at max voltage, 46ish V, when his circuit only requires 41ish V. What is the benefit? Remember that when the driver is over its 42V rating it works as a CV driver, CC operation between 21-42V as per the report sheet and datasheet straight from Meanwell. I mean its right there in black and white, directly from meanwell.

It seems most people that post pics of failed leds have them fail closed/short, so they may have a few diodes out, but the stings are otherwise unaffected. Maybe the manufacturers are getting very good in this design aspect?
