If your city has it's own police department and aren't supplied by the Sheriff and doesn't state anything towards cultivation then you are good to go. I don't remember exactly where you are though fumble. :(

Am I missing something here? It says its prohibited to grow if your in the unincorporated area. No bueno.

I think these outdoor bans are a response to various nuisances created by outdoor grows and the crime that is sometimes associated with them. Crime includes theft as well as violent robberies. People who grow outdoors are running the risk of the wrong person finding out by either seeing it or smelling it. If you're growing outdoors, criminals will be inclined to think that you have cash and processed weed in your house. The more brazen thugs won't just raid your backyard. They will come in your house and put a gun in your face. So, if you live in a place like Rio Linda and you want to grow outdoors I would strongly advise against it regardless of what the county ordinance says. You're asking for trouble.

Even Nevada County is passing ordinances that restrict outdoor grows. There have been too many violent confrontations, some of which involved people getting shot. Other issues involve growers who don't respect their neighbors and shove their doctor recommendation in the faces of others when confronted about growing plants where kids can easily see them. Yes, restrictions suck, but growers are not entirely blameless here.

The bright side is that you can still grow indoors. It's safer and the pot is better anyway. Just hard wire your ballasts on 220V and have a pro help you out if you don't know how to do it yourself. Don't create a fire hazard!
