Alright so heres the scenario.
(Vegging) - I have 500 watts total in CFL Daylight bulbs (approx 32,500 lumen). All are just your average twist-style bulbs.
(Flower) I have the exact same numbers stated above in the 2700k range for flowering.
-Space is unlimited.
-Vent/Exhaust is taken care of
-It will be a SOIL grow (FFOF), can't do dro at the moment.
-I plan on LST'ing and fimming as much as possible.

This will be my first CFL grow, and i'de like to do as many as possible.
What you think my max is?

Since 2000 lumen/plant is the bare minimum, you can have a maximum of 16 plants, but with a pretty small yield/plant.

If I were you, I'd go with 8 plants and maybe do a ScrOG instead of LST.

start out a lot of seeds, select for the best mothers (2-3) at about a month and a half, then clone all the plants. mothers and not mothers. throw all the not mothers in the flower just in case their is an incredably dank plant that you can grow into a mother.
then continue on with a sog taking about 2-4 clones every 2 weeks or every month depending on how long you want to veg them.

Have had great results with 6 plants (up to ten) under 400w CFL. It really depends on growing style though. I don't have pics up of my most recent but it's 1000w CFL for a 6 plant scrog. I'm going with only 6 plants because I gave them nearly a month of veg while LSTing. If you plan on a strictly lollipoping you could get away with 12 under 500wwith a week or two veg time but if you plan on fimming and LSTing with a longer veg (and I recommend a much longer veg for FIM and only slightly longer than a week or two for LST) I'de suggest more like four plants. Room is another consideration though. I know you said its unlimited but you really want all walls and ceilings as close to the plants and lights as possible with CFLs. See how much canopy you have with your bulbs spread out a few inches from eachother and then cram as many plants under that canopy space as posible without allowing to much overlap. Hope this helps and Ill try to get some current pics to help give u an idea. Can look at my first CFL grow though as it might help.
