9980s will work fine for that at normal room temperature, Id spend a bit more tho and go to a step up, you can get the MODULED GIGA 15250-B for $15, really anything that will accept that chip and will dissipate 50w of heat would be fine. 1212 at 1.4a will only make 30 w heat anyway.

Isn't it a 36volt chip or 34.6? That multiplied by 1.4 is about 48.5 watts.

Thats correct then you factor efficiency in. Running that chip @ 1.4 would be 45 to 50% efficient. So @ 50% it would 24.25 watts of heat 24.25 watts of light.
