Medicinal Marijuana Queensland Australia

So there are new laws about to come into place in Australia regarding medicinal marijuana.
My Father attended a meeting this afternoon where it was said that the plants grown for medicinal use must be under 1% THC. Are there even any high CBD strains that test anywhere near 1% THC? From what was said in the meeting no-one with any authority in the government concerning licencing/production/prescription knows anything about the plant. Also to gain a licence the farmer must have an agreement in place with an oil manufacturer as oil is the only medicine that will be sold pharmaceutically. They also had no idea of pricing so farmers have no way to know if it will even be financially viable as they can't even produce a business plan.

Its not possible for them and they are pulling there dicks. They have very little knowledge of medicinal marijuana being early days.
Most CBD strains have at least 4% THC. There are also very high THC low CBD strains specifically grown for medicinal use, cancer and Aids to name just 2 for increased appetite, insomnia etc
Real ACDC and Charlottes Web are impossible to get and they wont be growing it.
