minor plant problems?!?! help

Okay this one plant is 4 months old because it was was snapped in its seedling stage and dug up by a racoon at 6 inches but it is a trooper and pulled through. Only problem is it is 7 inches tall and there only leaves coming out in like the top inch of the plant there are 7 different ones. Is this even a problem?

It sounds like your root ball never really recovered. if it is outdoor and buried in dirt than just let it flower. The other option is to clone the shoots and grow healthier plants.
