Multiple issues, which ones the biggest? Desparate

Hey everyone, I'm at my wits end here. I think I know what I have to do next, but I don't want to dump a bunch of money into a non-solution. I started my first batch of Dwarf Low Flyer Auto's in my Ebb/Flow hydro system after rockwool germination in a heated humidity dome. They were growing awesome for a while, and now all the new growth looks like these pics.

I have kale and red peppers growing in the 2x5' tray and the peppers are SLOOOWW growth with wacky/malformed leaves as well.

Here are the details of my grow:
1. Res: 45G
2. Nutes: Biothrive grow (veg) at minimum (2 tsp/g) (organic). Concentration is even thinner now after my last 2 nute changes (every 2 weeks) as I have diluted with water (3 x 2-3g) due to plants sucking up the water. Planticillin Beneficials (1cc/g), 4-5tbps epsom salts, local water: HARD (160+220ppm according to the city but added extra 'Reef Advantage' powdered, non caustic calcium (15g)
3. Lights - 2 x Cree Cob 3070 LED @ 100w ea COB
4. Humidity: ~40 avg. I have been misting them with regular non-ph adjusted (typically 7.2 out of the tap) water to raise humidity as I read online. Doing this for 1-2 weeks
5. Temps: LOW - 61-67
6. Location: Encapsulated Crawlspace - Concrete walls are cold but only mildly
7. Light rotation: 18/6
8. Medium: Hydroton/Hydrocorn
9: Roots, White and strong
10: Flood schedule: 4 x 15m flood + 10-15m drain
11. PH: checked daily (sometimes twice) ranging from 6.0-6.7
12. Pests: Aphids, but no large infestations, I check daily and squash/kill/knock off if I see any so no real leaf damage is done. Neem oil on its way.

My solution was to insulate and cordon off the area so I could consistenltly raise the temp to 70+ as I believed the low growth was due to temp. As you can see, the new growth is thin and dense, not like the original 2/4/6 true leaves like you see in these new 2 seedlings I have in my humidity dome (which I will grow in soil to see if that changes things. On the bad ones, even the older leaves are curling down (no 'tacoing; or rolling, just the tips). The older ones even have a slight crispy feel but the lights are NOT hot and are 100w LEDs so I didn't think light burn. I use a bowl of water in the grow space for 5-10% more humidity depending on space, your plants look a little over watered, I would suggest misting 45-30 mins before you turn your lights on 1-2 times a week to simulate morning dew, too much can stress your plant, unfortunately I'm unfamiliar with hydro setups :???: best of luck as I see I'm the first to comment
