I beleive it will grow, but it is never going to flower anything good. The buds 9if any) will be loose and not fully developed. as most of the peeps on here would tell ya, at least 2000 lumens per sq ft.
If I were you, I would get a 4 bulb 2' HO T-5 fixture (around $60-100) that would give you enough light and with some bloom bulbs for it come flowering time, You just might end up with something decent!

No, not really. It'll grow and flower for sure, just not very much.
Some details please. Topping, LST, Super-crop? Is heat going to be an issue?
For one plant I use.
Veg - 3 6500k Daylight 23w and 1 2700k 23w, CFL.
For floweingr, I wasn't happy with what I got with CFL's, so I bought a 600W HPS (delivered to my door for $182)

Cfl's are no good for flowering if you are hell bent on flouros do like ninesecz said and go for a t-5 fixture but if you want really good results do like hugo said and get an hps lamp it wont let you down but HID lamps are quite hot so you gotta worry alot more about cooling but its easily worth it.

I have a better idea now, im going buy - http://www.hydroponics.eu/ConfiguratorStart.aspx - a 400w kit, and planting 2-3 plants.
